How would I make usable cups out of recycled magazine paper?
I want to know if there is anything I can coat the paper with that will make it able to hold liquid and safe to drink from.
As deb.peg1 was saying, magazine paper may not the the cleanest, healthiest choice.
if you still want to give it a go, you could try to laminate the pages of the magazine. This would also leave you with a more rigid and waterproof material.
Otherwise, I have seen some paper cups that were coated with wax. (…which is not such a good idea for hot drinks 
)
Keep in mind that for cold drinks you’ll need a coating on both sides. Otherwise the condensing humidity of the air will soak the material from the outside
